This starts July 2018 and isn’t completely new. Desktop speed has been used in ranking for some time now but as mobile has become the searcher’s device of choice, it’s time to show these users the quick pages first to satisfy their queries first.
Google report in the update that “People want to be able to find answers to their questions as fast as possible — studies show that people really care about the speed of a page.” Given this and the trend toward mobile then, it makes sense to implement this update and knock those sites that waste our time loading to the bottom.
